Herod heard the reports about what Jesus had been doing (casting out demons, healing sick people, raising a dead child) and his reaction is to be reminded about how he had presided over the death of John the Baptist, with the resulting alarm that John had been raised from the dead. John had challenged Herod about a sinful relationship, but he refused to repent. Would this second prompting of God via the reports about Jesus result in repentance? Are we quicker than Herod to respond to the prompting of the Holy Spirit when something is amiss in our life?
